Rules
The Societat Filharmònica Alteanense, organiser of the Vila d’Altea International Music Band Competition, held annually in the town of Altea (Spain), has resolved to convoke its 38th edition, with the slogan Pueblos de América [Peoples of the Americas], to be held 4th and 5th December 2010, at the Palau Altea Centre d’Arts, subject to the following rules and regulations.

1. The Vila d’Altea International Music Band Competition is to take place on 4th and 5th December 2010 at the Palau Altea Centre d’Arts. Non-professional symphonic bands can participate in this competition. Each band shall mainly consist of wind instruments (wood and metal) and percussion instruments. The maximum number of musicians, depending on section, is as follows:


SECTIONS

    · FIRST        Up to 85 musicians
    · SYMPHONIC    Up to 135 musicians

The participation of at least two bands is necessary in order to create a Section. The mere inscription of the participating bands is not sufficient. In the case of having only one participating band within a Section, it will be invited to participate in the preceeding or following Section within the given time limit as in the rules.

2. The registration period shall commence 17th May 2010 at 17:00 h and shall end 16th July 2010 at 19:00 h.

The resolution of the bands selected shall be published at the Competition Webpage (www.certamenaltea.com) before 23rd July 2010, without prejudice to the following paragraph.

The Organising Committee reserves the right to extend the registration period, prior notification to the Federación de Sociedades Musicales de la Comunidad Valenciana.

3. The application forms are to conform to the model Annex and must be handed in personally at the headquarters of the Sociedad Filarmónica Alteanense (in office hours Monday to Friday from 17:00 to 19:30 h) or by fax (+34 96 688 83 03). Registered post, e-mail or Internet form may also be employed, providing that evidence of its reception is supplied and it is confirmed immediately by fax, in order to avoid any prejudice caused by delay in reception.

The band’s curriculum vitae should be enclosed along with the application form and the titles of the pasodobles, the free choice composition and their duration. Other documents considered of interest may be optionally sent (recent recordings of the band, photographs, videos, etc.).

4. The Organising Committee shall select a maximum number of four bands for the First Section and three for the Symphonic Section from all those applications received.

Once notified, the selected band must leave in deposit 500 €, which will be reimbursed on the day the Competititon is held.

Should any of the final selected bands not participate, they shall be disqualified from participating in the competition for the following five years, it would lose the deposited amount, as well as pay a indemnity for damages, estimated at 3.000 €, save Acts of God.

Unselected bands shall stand by as reserves.


5. The competition shall be held at the Palau Altea Centre d’Arts, on the following days and at the following times:
SECTIONS
    · FIRST        Saturday, 4th December 2010, at 17:00 h
    · SYMPHONIC    Sunday, 5th December 2010, at 17:00 h

The selected bands shall have previously paraded down the esplanade of the Palau Altea Centre d’Arts an hour before the start of the competition.

6. Each band shall play the compositions in the following order:

a) A pasodoble or parade march, of free choice, not to be counted in the final score.
b) A pasodoble as a presentation piece for the competition, of free choice, not to be counted in the final score.
c) The compulsory composition of the competition.
d) A composition of free choice preferably composed for band.

When the Organizers indicate, each band will have a maximum of 20 minutes to set up any equipment needed for the performance.
The duration of each band shall not exceed 60 minutes, for bands in the First Section, and 70 minutes, for bands in the Symphonic Section, counted from the start of the presentation pasadoble. The jury shall penalize 5 points for every minute over the established time limit.

The compulsory composition is as follows, according to section:
· FIRST SECTION: Libertadores, by Óscar Navarro González
· SYMPHONIC: Venus de las luces, symphony no. 2, by José Suñer Oriola

The scores of the compulsory composition may be consulted, during the registration period, at the offices of the Sociedad Filarmónica Alteanense or may be sent by e-mail (request: gestion@certamenaltea.com).

The Organizers remains exempt from any possible copyright claim by authors, artists, performers, exponents and conductors on the interpretation of the free choice compositions.

7. The order of performance in which the bands shall play shall be decided by draw. The draw shall be held by the organising committee July 31st 2010 at 12:00 h, at the Palau Altea Centre d’Arts.

The organising committee shall supply the representatives of each of the selected bands with an original  copy of the score of the compulsory composition on the same day after the draw.

8. Each selected band must hand in to the Competition Organising Committee before the 15th September 2010:
· Participation data inventory (to be facilitated on the day of the draw [31/07/2010])
· Four copies of the free choice composition score, according to Law.
· One copy of the score of the presentation pasodoble.
· List of participating musicians or Town Council / official institution certificate, according to rule 10.
· A recent photograph of the band and one of the conductor (originals).
· A brief dossier on the band and conductor (max. 1800 characters each) in data processing format (MS-Word for PC).
· Presentation video on the band in DVD or DV / MiniDV format, of three minutes maximum duration. Should the video exceed this limit, the Organising Committee reserves the right to shorten it.

No further original documents shall be admitted once the preparation of the programmes has begun. For this reason, its non-publication remains the sole responsibility of the band that does not fulfill the deadline mentioned above.

Any band that wishes to change any composition of free choice may do so if it is previously authorized by the Organising Committee, providing that the Committee is notified before 15th September 2010.

9. The participating bands may include a maximum number of six non-member musicians in the First Section, and eight non-member musicians in the Symphonic Section. No musician may participate in more than one of the bands registered.

If required, the Organising Commitee will exceptionally allow changing of musicians between the two  scoring compostions, should they are needed for the Compulsory Composition.The musicians present  on stage will not exceed the maximum number established in rule number 1 under any circumstances.

10. The participating musicians shall be checked by a vigilance committee, formed by two members of the Federación de Sociedades Musicales de la Comunidad Valenciana, by Collective Agreement, following the Rules Regulations of the competitons by the aforesaid Federation.  

The checking system of competing musicians will be carried out according to the following criteria:

a) Should only federated FSMCV music bands participate in a section, only the Rules and Regulations of the aforesaid Federation will be applied, in this case, the presentatation of a federated musicans' list would not be necesary.

b)Should bands from other Spanish Comunitiesor from other countries participate in any given section, they would be checked by a certified list of musicians provided by the  federation to which the  band belongs, or by a certificate provided by their City / Town Council or by any other oficial body, in order to prove the membership of each participating musician in each band. 

c) Under the circumstances envisaged in sections a) and b), any musician alien to the  band, as stated  in rule 9 , are exempt from presenting certificates.

d) Once at the access checkpoint, each musicians' personal identification will be checked by means of showing their original identidy card or another original official document, by which their identidy is proved by their photograph.

11. The jury of the competition shall be formed by three prestigious well-known musicians, two of which shall be chosen by draw on 31st July 2010 from those on the list drawn up by the Organising Committee. The third member of the jury, of foreign nationality, shall be named by the Organising Committee, which shall also name the President of the Jury.

A member of the Sociedad Filarmónica Alteanense shall act as the official secretary, assisted by a personal assistant, both with the right to speak, but without vote.

A delegate member of the Federación de Sociedades Musicales de la Comunidad Valenciana shall be present as an observer with the right to speak, but without vote.

12. Each member of the qualifying jury of the competition shall score 0-10 to each one of the following aspects: tuning, quality of sound, sonority levels, technique, articulation, conjunction, rhythm, tones, dynamics and general performance of the composition in both the compulsory piece and the composition of free choice. The final score of each band shall be the sum of all the partial scores given. The scores given by the jury shall be made public and shall not be subject to appeal.

13. The prizes shall be awarded as followed:

First prize: If the final score is between 500 and 600 points.
Second prize: If the final score is equal to or over 400 points and under 500 points.
Third prize: If the final score is equal to or over 300 points and under 400 points.

A Mention of Honour shall be awarded to the band that achieves the highest score, provided that it is equal to or over 500 points. The Mention of Honour cannot be shared.

Each participant band shall receive a diploma, in proof of the prize obtained.

14. The band which obtains the highest score shall be awarded with the Societat Filharmònica Alteanense trophy and the Vila d’Altea prize, endowed according to section:

    · FIRST    8.000 €
    · SYMPHONIC    11.000 €
 
This prize cannot be shared or be declared not awarded. If two or more bands should tie at the highest score, the band which is to be awarded the prize and trophy shall be decided by majority of jury.

Each one of the remaining bands shall receive an economic contribution according to section:

    · FIRST    3.000 €
    · SYMPHONIC    5.000 €

15. The Golden Flag Banner shall be awarded to the band which has obtained First Prize of the competition on three occasions.

The Golden Baton shall be awarded to the conductor who has obtained First Prize of the competition on three occasions.

The jury shall award a special prize to the best soloist player of both sections. The prize consits of a diploma and a weekend trip for two people.

16. The act of participating in this competition involves the cession of image and sound rights to the Organising Committee of the competition, with absolute indemnity for the Organising Commiteee.

17. The act of participating in this competition implies the express acceptance of these rules and regulations and of the decisions taken by the Organising Committee concerning their enforcement, development and interpretation, as of any incident that should arise.

Under article 55 of the Ley de Enjuiciamiento Civil, the associations or organisations to which the participating bands of the competition belong, with express renunciation of their own jurisdiction, place themselves under the jurisdiction and territorial competence of Benidorm Courts and Tribunals and under their immediate higher courts, in order to elucidate any clash of interests that should arise on the occasion of these rules and regulations and of the summons and celebration of the 39th Vila d’Altea International Music Band Competition.
